Functions of Zila Sainik Board
- Functions as welfare office for all retired Ex-Service Men (ESM) of Indian Army, Navy and Air Force and their dependent family members, residing in North 24 Parganas district.
- ZSB is NOT mandated to look after welfare of Central Govt Police and para-military organizations, such as BSF, CRPF, CISF, ITBP, SSB, GREF, Border Roads, Assam Rifles etc.
- ZSB is also NOT tasked to provide welfare services to civilian personnel, served under Ministry of Defence (MoD) in ordnance factories, various depots, factories etc.
- ZSB at district level acts as a bridge between three services HQs / Units / Formations/Record Offices etc, and ESM & their family members.
Welfare Activities of Zila Sainik Board
- Registration of Ex-Service Men and issue of Employment Exchange Cards.
- Issue identity cards to ESM. Replace defaced and lost I cards. Issue NOC for transfer of ZSB.
- Issue of I cards to widows, pensioners and dependents family members.
- Process applications for various Govt of WB grants.
- Disburse Grant-in-Aids to veterans and widows of World War -2.
- Process online applications for various grants given by central govt through Kendriya Sainik Board (KSB).
- Help ESM and Widows to resolve their pension related problems.
- Take up cases with various record offices of army, navy and air force to rectify errors in personal details, publishing of Part-2 Orders/NAVPEN Orders/POR, update records and issue of new Pension Pay Orders (PPO).
- Process change of home address cases.
- Take up cases of grievances received from serving soldiers with SDOs/BDOs /SPs/OCs etc of respective areas and help in resolving issues.
- Sponsor ESM for various govt and non-govt jobs as per requirements and seniority.
- Distribution of Armed Forces Flag Day (AFFD) materials and collection of AFFD donations from various offices and agencies for submission to RSB.
- Verification of facts in respect of serving soldiers and ESM as required by military establishments.
- Recommendation/Rejection of cases of pre-mature voluntary retirement of army personnel after verifying facts.
- General welfare services to the ESM and widows. Counselling and advises on various issues.
- Act as a bridge between Services HQs/Units/Formations, various record offices and ESM community.
- Conduct ESM rallies to spread awareness regarding various welfare schemes and need to rectify errors in service records.
- Conduct interaction meetings with ESM and families at far flung locations to understand and advise them on various problems they are facing.
Services for Citizens/Public Services/Schemes
Registration of Ex-Service Men
1. All ESM who have retired from military Services must register themselves at ZSB.
2. They will be issued fresh I Cards and Employment Exchange Cards for Employment opportunity and other welfare benefits.
Issue of Identity Cards
1. Issue of New Identity Cards to ESM, Widows and Pensioners.
2. Issue of replacement Identity card for Old and Defaced Identity Cards.
3. Issue of Replacement Identity Cards for Lost Identity Cards.
4. Issue of Dependent Identity Cards to the dependent Family members of ESM and Widow.

Financial Schemes from Government of West Bengal
Grant-in-Aids for WW-II Veterans/Widows.
(a) Financial assistance of Rs 3000/- PM.
(b) All veteran soldiers (and their Widows), who participated in World War-II are eligible.
(c) Apply at Counter No. 6 at ZSB, Barasat.
Book Grant by Government of West Bengal
(a) To purchase books, stationary, Uniform etc.
(b) Grant Amount: Rs 4000/- to Rs 10000/- (one time).
(c) Class one to Post Graduation and Professional Courses. Only Children of ESM up to the rank of Havildar and Equivalent in IAF and Indian Navy are eligible.
(d) If you get Children Education Grant from KSB, then you are not eligible.

Daughter's Marriage Grant from Government of West Bengal
(a) Financial Assistance for Daughter’s Marriage. Rs 20,000/- (15 Cases and one time).

Ex-Gratia Grants from Government of West Bengal

(a) Cash Awards to Defence Personnel who are recipient of various Gallantry Awards.

(a) For 159 professional/Law/Technical/Medical/Nursing/ /Management related courses after 12th Class.

Render Advise/Help And Process Pension Related Cases of ESM/WIDOWS And Dependent Children
1. Help ESM and Widows to resolve their pension and family pension related problems.

1. Verification of application to change permanent home address within district or from other districts /states.
2. Taking up cases to update records of ESM/Widows if they get married/re-married. Birth of children or death of any member.

Success Story
ZSB North 24 Parganas District was established at Barasat in the year 2000 with less than 6000 ESM and Widows as registered members. Over the years the ESM strength has increased to over 26000 with more than 2000 widows. This is the most ESM populated district of this State, as it is estimated that, more than 35000 ESM families are residing in this District. ZSB, with just one clerk and two contractual employees, giving its best possible welfare services to this huge ESM community. In spite of constraints, hundreds of pension related cases have been resolved, due to which, ESM and widows started getting their much-awaited pension. Most Welfare schemes are now well subscribed and ESM fraternity is getting benefitted in large numbers. Also, many ESM and widows have been given grants from WBECRF and DCRF.
Unique Initiative
Due to COVID pandemic situation and acute shortage of staff in ZSB, a unique initiative was undertaken by the Secretary ZSB, wherein a WhatsApp based network has been created to spread awareness and to help ESM/Widows of this district. Important procedures and policies and details of various welfare schemes are being disseminated on a daily basis, in simple languages (both in Bengali and English), so that ESM and their family members could follow and prepare their documents accordingly and visit ZSB just once to complete their job. Also, necessary guidance and advises are being given to ESM community over telephone and WhatsApp messages, so that they do not need to visit ZSB to seek such advises. After many years, both WB ESM Charitable Funds (WBECRF) and District Charitable Funds (DCRF) are disbursed to some needy non-pensioner ESM and widows.
The average footfall of visitors has increased manifold and currently on any working day there are 80-100 ESM and family members visiting ZSB. To provide them basic amenities, adequate number of plastic chairs, water cooler, fans etc have been procured. Also, a lady’s toilet has been created. Many office procedures have been simplified and office work has been streamlined. Which have med requirement of visiting ZSB minimum and hassle free. A consorted effort has been made to build a caring culture towards all visitors, especially to old and infirm ESM and widows, so that they are looked after with priority and all assistance are given to them with empathy.

ZSB of North 24 Parganas District is the best ZSB amongst all the ZSBs in this country. We have created an environment of trust and care and helping ESM and their families with empathy. In spite of very limited human resources and funds, ZSB is rendering an yeomen service to the ESM community of this District.
